RESOLUTION NO. 224 -2002
A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA,
CONCERNING THE REMOVAL OR RELOCATION OF THE
MOBILE HOMEOWNERS OF THE CORAL ISLE MOBILE
HOME PARK ON STOCK ISLAND MONROE COUNTY
WHEREAS, Coral Isle Mobile Home Park is located in Monroe County; and
WHEREAS, Coral Isle Mobile Home Park has been a mobile home community for
several decades; and
WHEREAS, the majority of the tenants and homeowners of Coral Isle Mobile Home Park
are full time residents of Monroe County, most of whom are employed in the local community,
and some of whom either live on fixed or poverty-level incomes; and
WHEREAS, many of the homeowners at Coral Isle Mobile Home Park own their mobile
homes and appurtenant improvements and have made substantial investments in the purchase,
improvement and maintenance to their homes; and
WHEREAS, Coral Isle Mobile Home Park serves a large and critical role in providing
affordable housing in Monroe County; and
WHEREAS, the owners of Coral Isle Mobile Home Park have formally announced their
plans to shut down the Park and evict the tenants of the Park effective April 30, 2002, so that the
owners of the Park can displace the residents by removing the mobile homes of the residents at
the Park and changing the use of the property; and
WHEREAS, the homeowners at the Park stand to lose virtually all of the value of their
homes should they be evicted; and
WHEREAS, in order for the owners of Coral Isle Mobile Home Park to close the Park and
displace the residents by removing the mobile homes and changing the use of the property,
permitting and approvals will be required by Monroe County; and
WHEREAS, Florida Statutes Section 723,083 states:
No agency of municipal, local county or state government shall approve any application
for rezoning, or take any other official action, which would result in the removal or relocation of
mobile homeowners residing in a mobile home park without first determining that adequate
mobile home parks or other suitable facilities exist for the relocation of the mobile homeowners;
and,
WHEREAS, Florida Statutes Sections 723.0612 allows relocation expenses to be
compensated only if the mobile home owner follows specific rules; and
WHEREAS, Monroe County has determined that neither adequate mobile home parks
nor other suitable facilities exist in Monroe County for the relocation of the Coral Isle Mobile
Home Park homeowners; now, therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, THAT:
Section 1,
The foregoing recitations are hereby adopted as finding of fact by the
Board of County Commissioners of Monroe County.
Section 2.
Monroe County will take no official action which would result in the
removal or relocation of mobile homeowners residing at Coral Isle Mobile Home Park until it is
determined that adequate mobile home parks or other suitable facilities are available for the
relocation of the mobile homes and the mobile homeowners who reside at Coral Isle Mobile
Home Park.

Florida, at a regular meeting of said Board held on the 15th day of May
