Monies comprising 1% of the construction cost of county buildings fund the program. A five-member committee appointed by the county commission, plus two non-voting members appointed by the county administrator, pre-qualifies, reviews and recommends projects to the Board of County Commissioners (BOCC). PROJECT DESCRIPTION The Monroe County Art in Public Places Committee invites artists to submit slides to be considered for Project 1: Project 1: The renovation of Mariners Hospital in Tavernier as oDices for Monroe County SheriJI's ODice personnel and other agencies. The current budget for the project is $3.2 million. The Monroe County Art in Public Places ordinance mandates 1% for art in new construction costing $500,000 or more and in renovations costing $100,000 or more. The total maximum amount, inclusive of all costs for artists, is $32,000 for any and all commissions for this project. The AIPP Committee will select and recommend to the BOCC one or more artists for this project and, when needed, assist with public art installations as may be required to comply with the design consultant's schedule and the wishes of the county. Specific Criteria for Project 1: Location: 50 Highpoint Road, Plantation Key, FL. The Plantation Key Sheriff's Substation is a one story stuccoed masonry building with a flat roof. Ceiling heights are low, generally 8 feet. Multiple opportunities for display of art exist, both interior and exterior. The building fronts on the north side of Highpoint Road about one block west ofD.S. Highway 1. Areas targeted for Public Art: I. The West Conference Room wall to the left of the main public entrance ~. A mullionless floor to ceiling glass wall separates the 24 foot square conference room from the lobby. The west and north walls, both of which are 24 feet long and are visible through the glass lobby wall, are blank and intended to serve as a backdrop for art that visitors can view as they pass from the lobby to the main corridor that accesses the five main tenants. p.3 RFQ AIPP Project 1 II. Interior Corridor This 96 foot long corridor is 6 feet wide with the longest unintermpted wall space being approx. 20 feet long. III. Overseas Highw~y S~~ and Entrance areas. Proposals should also consider the entrance and signage on U.S. 1; they can include the sidewalk and pathways leading to the entrance of the building, as well as landscaped areas at the entrance. Art program opportunities The AIPP Committee will address both exterior and interior spaces. Once pre-qualified, artists will be requested to develop proposals based on their evaluation of project and site opportunities. In collaboration with the artists, the county and the architect will provide all pertinent project infonnation, which may include suggested general locations for both exterior and interior treatments. AlPP will furnish artists with apportioned budgets accordingly. The total amount shall not exceed the stipulated total allotted per project for public art. Additionally, artists may be encouraged to develop proposals for alternate sites, and AIPP reserves the right to include such proposals in the review and selection process. The artists canlwill make use of exterior and interior materials, landscape, site furnishings, column cladding, flooring material, furniture, glazing, lighting, and so on. THE PROCESS Prc-QualiBcations Artists who wish to be considered should submit the following materials: Incomplete or late submissions wiD be disqualiDed. 1) Slides of previously completed large-scale publici private commissions or, above as digital images on CD Rom - IBM compatible 2) A current professional resume 3) 6 to 10 slides (35 mm) of other recent work. Slide list to include: artists name, telephone, email ( if available) tide of work, medium & size, corresponding slide # 4) All slides must be labeled to include: artists name, tide of work, corresponding slide number 5) Artists must be able to substantiate that they have successfully completed contract(s) and project(s) of a large-scale within the past 10 years in the public or private sector. p. 4 REQ AIPP Project 1 SUBMISSION DEADLINES AND TIMELlNES FOR PROCESS All required pre-qualification materials must be received by Monroe County Purchasing Office not later than Tuesday, August 6, 2002, 11:00 am EST. Written materials must include two (2) sigped originals and one (1) co..py in sealed envelope clearly marked on the outside "Sealed materials for RFQ for Art in Public Places, Mariners Hospital Renovation" addressed and delivered either by person or by mall, preferably by special delivery or registered mail to: Monroe County Purchasing Office 1100 Simonton Street # 2 - 213 Key West, FL 33040 Any materials received after Tuesday, August 6, 2002, 11:00 AM EST will automatically be rejected. Faxed or emalled materials will also be automatically rejected. All materials must remain valid for a period of ninety (90) days. The Board will automatically reject the application of any person or affiliate who appears on the convicted vendor list prepared by the Department of General Services, State of Florida, under Sec. 287.133(3)(d), FS ( 1997). All pre-qualified applicants for this RFQ will be notified of their selection by September 6, 2002 and then will receive a Request for Proposal ( RFP) by October 1, 2002. Next, deadline for selection of RFPs ( if requested) will be January 5, 2003. Artists will be advised of the final date for recommendation to the Board of County Commissioners if and when they are sent an RFP. RFP Finalists may be required to make a presentation to the BOCC at their monthly meeting. The artist(s) will have at least three months to execute and complete their work to coincide with the completion of the project which is August, 2003. Site-specifics will be sent to all pre-qualified artists with the RFP. It can be sent by fax by calling 1-800-711-1712. All professional artists are welcome to submit regardless of race, national origin, or disability. Materials will not be returned to the applicant. No original artwork or photographs of artwork will be accepted for review. Galleries and artist's representatives are encouraged to submit materials using the preceding instmctions p. 5 RFQ AIPP Project 1 Criteria for Monroe County, FL, Art in PubUc Places As part of the Section II AIPP Master Plan, special attention will be paid to meet the following criteria for commissions: A. Standard of excellence Acquisitions for Art in Public Places shall be of exceptional quality and enduring value B. Appropriateness to site Relationship of artwork and site shall be considered in terms of the physical dimensions, social dynamics, local character and surrounding context of the site, existing or planned C.
