RESOLUTION NO. 260 -2002
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA SUPPORTING THE OLDER AMERICAN ADVISORY BOARD AND
AARP CHAPTERS IN FLORIDA KEYS CONCERNS REGARDING WATER RATES
WHEREAS, new water rates have been established by the Florida Keys Aqueduct Authority
(FKAA); and
WHEREAS, the new FKAA plan applies a $10 per month base facility charge; and
WHEREAS, there used to be a FKAA 20'0 discount for senior citizens which was eliminated;
and
WHEREAS, the period to determine eligibility for discount has been January through
March; and
WHEREAS, FKAA uses the maximum amount of Social Security Income of $18,432 for
determining the eligibility of senior citizens to have the base fee waived; and
WHEREAS, Social Security currently pays a maximum of $19,920 for a one person
household and $29,880 for a two person household composed of a senior and a spouse 60 years or
older; and
WHEREAS, individuals on a fixed income who are disabled were not previously considered
under the FKAA plan; and
WHEREAS, FKAA had previously provided no late charge penalty against seniors; and
WHEREAS, currently now have a late charge penalty of $4 or 10% of the balance,
whichever is greater; and
WHEREAS, the rate for the low volume consumer is the same as the rates for the big
volume consumer and there is no incentive, therefor to conserve water; and
WHEREAS, the Older Americans Advisory Board and AARP Chapters in the Florida Keys
have raised concerns about the above factors; and
WHEREAS, the Older Americans Advisory Board and AARP Chapters in the Florida Keys
have proposed certain changes to the FKAA Plan; and
WHEREAS, said proposed changes include the following:
· restoring the 20'Yo discount to senior citizens, determining eligibility year-round,
· raising the maximum Social Security payment level to $19,920 for a one person
household and $29,880 for a two person (senior and spouse 60 years or older)
household, and changing this annually in accordance with changes by Social Security,
· providing a discount to disabled people on fixed income ($20,268 maximum income for
one person and $30,564 maximum for one person with spouse),
· eliminating the $10 per month base facility charge for both senior and disabled people
on fixed income with the levels of income as previously stated or elimination of the $10
per month base facility charge for seniors and disabled people on fixed income,
regardless of level of income,
· eliminating the late charge penalty for seniors and disabled people on fixed income, and
· providing rates which have an incentive built in for low consumers; now, therefore
BE IT RESOLVED THAT THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA is in full support of the concerns and recommendations of the Older
Americans Advisory Board and AARP Chapters in the Florida Keys regarding water rates,
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida,
at a regular meeting of said Board held on the 19 th day of June, 2002.
