Dear Mayor McCoy,
The Florida Keys Healthy Start Coalition is committed to ensuring healthy
pregnancies. and therefore, healthy babies. for all women in Key West and Monroe
Count)'.
On July L2, 2006 the U.S. Senate approved, by unanimous consent, a resolution
(S. Res. 499) designating September 9, 2006 as l\/ational Fetal Alcohol Spectrum
Disorders Awareness Day. FetaL Alcohol Spectrum Disorder (FASD) is an
umbrella tenn encompas'Sing a variety of eflccts. disorders and difficulties that
infants. children and ultimately adults ex:perience due to alcohol exposure in the
womb. Fetal Alcohol Syndrome (FAS) is one of thes< disorders; Alcohol Related
Neurologica] Disorder (ARND) is another.
The measure, sponsored b~- Sen. Lisa Murkowski (R~AK), contains a number of
findings, including the incidence rale ofFetal Alcohol Syndrome (F AS) is
estimated at lout of SOO live births, and the: incidence rate of Fetal Alcohol
Spectrum Disorders (F ASDl is estimated at ] out of every 100 live births. F ASD
is a major cause of numerous social disorders, including learning disabilities.

and crime.
We are requesting that the County Commission support Sen. Murkowski and the
Floride Keys Healthy Start Coalition by recognizing Fetal A1<-ohol Spectrum
Disorder Awarene.u Day on September 9. 2006, We ask that you issue the
enclosed proclamation to this effect.
We further request tbat the Commission declare its substantive support of this
philosophy by implementing an ordinance that all bars and restaurants in Monroe
County display a plaque, supplied by the Coalition, which will advise customers
about the risks of drinking while pregnant or even if planning to get pregnant.

This measure has already become state law in Califomia, Hawaii, Washington and
other states. It is very likely that Florida will follow suit in a matter of time, We
are asking our County leadership to take the initiative to be on the forefront of this
issue. This will send a strong and clear message to the local community and wUl
greatly enhance the Keys' reputation as a responsible "party destination" which is
committed to the health and well being of mothers and children by promoting
education and prevention of F ASO.
By abstaining from the consumption of akonol during pregnancy 8 woman can be
100% certain that her baby will nol be born with any oflhe eoeditions regarded as
FASD. A State Epidemiology Workgroup noted that Monroe County has the
highest number of youth and adult atcohol consumption in Florida. Every day of
the year we must remlnd women that no amount of alcohol consumed during
pregnancy is safe for their baby.
The US Department of Health and Human Services states it well, "If you are
pregnant don't drink, if you drink don't gel pregnant".
