ITEM BACKGROUND: There have been numerous complaints from the community regarding the contracted animal control services in Monroe County. Complaints have been received by both Commissioners and staff. County staff has reviewed these complaints and believe that an evaluation of the total animal control/shelter system conducted by an objective, expert, third party is warranted. HSUS has an animal services consultation program that provides the following to its client: solicitation of public comment, collection of background documentation, site visit and final report that includes recommendations, supportive data, and materials that address immediate and long-term goals. The process consumes approximately 12 weeks from beginning to end. HSUS is the nations' largest animal protection organization. PREVIOUS RELEVANT BOCC ACTION: Previous award of animal control contracts. At the 8/16/06 meeting, BOCC directed staff to negotiate a contract with HSUS to conduct shelter evaluations of all four contracted animal shelters and to report back to BOCC on 9/6/05 with contract progress.
