RESOLUTION NO. 279 -1990
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, FLORIDA, ESTABLISHING A MONROE COUNTY
SUBSTANCE ABUSE POLICY BOARD
WHEREAS, The Board of County Commissioners passed
Resolution 221-1990 Authorizing the Designation of an Office of
Substance Abuse Policy and concerning actions to be taken in
preparation for seeking Federal Anti-Drug Abuse Act Funds, and
WHEREAS, that Resolution stated that the Board of County
Commissioners would appoint a Monroe County Substance Abuse
Policy Board, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that the MONROE COUNTY SUBSTANCE ABUSE
POLICY BOARD BE and the same is hereby established as follows:
Section 1.
BOARD MEMBERSHIP
The Board shall consist of the following members from Monroe
County:
Chief Circuit Judge, State Attorney, Public Defender,
Sheriff, Chief of Police from each municipality or a Chief of
Police designated by those Chiefs of Police as their
representative,
Jail Administrator,
Clerk of Court,
Superintendent of Education, Director of the Mental Health Care
Center, County Administrator, a representative from Salvation
Army Correctional Services, County Court Judge, Judge M.
Ignatious Lester, Director of Pretrial Services, or their
designee, and a County Commissioner.
Those members who serve by reason of their job position,
except the County Commissioner, shall continue to serve until
they are no longer in that position or termination of the Board
by the Board of County Commissioners. The County Commissioner
member of the Board will be designated by the Board of County
Commissioners in November of each year.
The Board shall have its first meeting on May 21, 1990 at
which time regular meetings shall be scheduled and the Board
shall elect among themselves a Chairperson, Vice-Chairperson and
Secretary.
Meetings shall be conducted in accordance with Robert I s
Rules of Order and the Board shall form their own Administrative
Procedures and By-Laws in accordance with the Monroe County
Board of County Commissioners ADMINISTRATIVE PROCEDURES.
Section 2.
PRIMARY FUNCTION
The Substance Abuse Policy Advisory Board is charged with
the following:
I. Defining the nature and extent of the Drug Problem
throughout the county, including each municipality therein;
2. Identifying current substance abuse prevention,
treatment, and drug control efforts undertaken by various
criminal justice, education, and treatment agencies and community
organizations serving the citizens of the county;
3. Identifying additional resources needed to
comprehensively address substance abuse problems throughout the
county;
4. Developing a countywide substance abuse prevention and
drug control strategy for addressing those needs, including the
development of short-range and long-range plans;
5. Coordinating the drug control efforts of the various
units of government and agencies addressing drug control problems
throughout the county, including:
a. The identification of the criminal justice drug
control problem( s) which the Anti -Drug Abuse Act grant funds
will address and other substance abuse problems future grant
funds will address;
b. The development of projects to address these
problems;
c. The identification of the units of government and
agencies responsible for implementing these projects; and
d. Ensuring that the projects identified for funding
by the federal Anti-Drug Abuse Act have been agreed upon by at
least 51% of the units of government located within the county
and that these units of governments also represent 51% of the
population residing in the county.
6. Assisting community organizations working on the problem
of substance abuse.
7. To provide progress reports to the Board of County
Commissioners and other units of government in the county and to
prepare the countywide drug control strategy/ plan.
Section 3.
COORDINATION AND LIAISON
The Monroe County Substance Abuse Policy Board will work
with and through the designated Office of Substance Abuse Policy
to accomplish the work identified above and, until such time as
the Office of Substance Abuse Policy is designated, the Monroe
County Grants Manager shall act as liaison for the county.
