Directive 2017-002DwA ;2140810 10/24/2017 10:02AiM Filed 8 Recorded in Official Records of MONROE COUNTY KEVIN MADOK I]a�.q ;21408;10 1'1103 213713 1 179 MONROE COUNTY FLORIDA DEPARTMENT OF EMERGENCY MANAGEMENT EMERGENCY DIRECTIVE 2017 - 002 SUBJECT: WATER CONSERVATION Whereas on Monday September 4, 2017, Governor Scott issued Executive Order 17 -234, declaring a state of emergency through Florida due to the anticipated impacts of Hurricane Irma; and Whereas, George Neugent, the Mayor of Monroe County, issued an order declaring a state of local emergency on Tuesday September 5, 2017, at approximately 11:40 A.M.; and Wheras, that declaration of emergency has been lawfully extended and is still in effect; and Whereas, Hurricane Irma has left severe devastation in Monroe County; and Whereas, Hurricane Irma caused severe damage to the water distribution system of the Florida Keys Aqueduct Authority, the water utility for Monroe County; and Whereas, the local declaration of emergency and F.S. 252.38 vest the emergency management director with the authority to issue emergency orders to protect the health, safety, and welfare of the residents of Monroe County during a state of emergency; and Whereas, the Executive Director of the Florida Keys Aqueduct Authority (FKAA) has requested that emergency water use restrictions be imposed to protect the FKAA system for distributing fresh water to the residents and property owners of Monroe County; and Whereas, water is a life sustaining resource which is very scarce during this state of emergency; Whereas, the FKAA has requested that water use during this state of emergency be limited to kitchen needs, showering, washing clothes, toilet flushing, and other critical sanitary uses; and Whereas, the FKAA has requested that car washing, exterior home washing, boat washing, pool filling, and other non - sanitary uses should not be permitted during this state of emergency; Now therefore, it is ORDERED that: I:I4;i:q 21408'10 -- - 1'1103 2 376 1 180 1. The following water restrictions shall imposed immediately and shall remain in effect until September 23, 2017 unless extended or rescinded by a subsequent order; a. water use shall be limited to kitchen needs, showering, washing clothes, toilet flushing, and other critical sanitary uses; but b. car washing, exterior home washing, boat washing, swimming pool filling, and other non - sanitary uses are strictly prohibited. 2. Per F.S. 252.50, violation of this order is a 2 nd degree misdemeanor, punishable by 60 days in jail and /or a $500 fine. 3. Per F.S. 252.46(2), this order shall take effect immediately upon being filed with the Monroe County Clerk. 4. Per F.S. 252.47, all state and local law enforcement officials shall have the authority to enforce this order. 5.
