Directive 2017-004Dw :# 21408:11 10/24/2017 10:02AM Filed & Recorded in Official Records iof MO NROE COUNTY KEVIN MADOK Clod :q ;21408:11 1'1103 23713 Pga 181 MONROE COUNTY FLORIDA DEPARTMENT OF EMERGENCY MANAGEMENT EMERGENCY DIRECTIVE 2017 - 004 SUBJECT: ORDER / SHELTER MANAGEMENT Whereas, Chapter 252.38(3)(a) of the Florida Statutes gives authority to a political subdivision to declare and enact a State of Local Emergency for a period of up to seven (7) days, thereby waiving the procedures and formalities of the political subdivision pertaining to: 1. Performance of public work and taking whatever action is necessary to insure the health, safety and welfare of the community; 2. Entering into contracts; 3. Incurring obligations; 4. Employment of permanent and temporary workers; 5. Utilization of Volunteer workers; 6. Rental of equipment; 7. Acquisition and distribution, with or without compensation, of supplies, materials, and facilities; 8. Appropriation and expenditure of public funds; and Whereas, the threat of danger to the populace inhabiting Monroe County may require expedient action in order to protect the health, safety and welfare of the community; and Whereas, Monroe County has been operating shelters within the County for the benefit of its citizens in the aftermath of Hurricane Irma; and Whereas, there is a need for a plan for return of shelter population to longer term alternatives; Now therefore, it is ORDERED as follows: 1. The objective of the shelter is to get people into safe location for minimum amount of time until such time as the County can assist the individual by collecting the necessary information to determine housing needs, working with the individual to identify alternatives, and return the shelter inhabitants to their original housing situation or longer -term alternate solutions. 2. Shelter will not be a long term solution. The objective is to return the shelter inhabitants back to their original living situation or other transitional housing as soon as possible. 3. Shelter workers are directed to work with the shelter inhabitants to collect the following information: Documentation showing name; address of original living situation; proof of residency within Monroe County; the current condition of the home, the requirements of the shelter inhabitants residing in that home, the long- term housing goal of the individual(s), and any other information that would accomplish the above - stated objective. 4. Once Monroe County and /or shelter managers have presented details of the alternate housing to the shelter inhabitants, shelter inhabitants may remain in the shelter for no longer than twenty -four (24) hours and will not be allowed to return to any Monroe County shelter opened as a result of Hurricane Irma. 5.
