(305) 292-3550 FAX (305) 295-3660 July 18, 1997 Honorable Keith Douglass and Members of the Board of County Commissioners 500 Whitehead Street Key West, Florida 33040 Dear Mayor and Commissioners: BRANCH OFFICE 88820 OVERSEAS HIGHWAY PLANTATION KEY, FLORIDA 33070 TEL. (305) 852-7145 FAX (305) 852-7146 On June 23 I submitted a budget for Fiscal Year 1997-98 in accordance with Chapter 129.03(2). As I indicated in my transmittal letter, the budget included a request for funding in the amount of $12,814 to cover adjustments to salaries recommended by the compensation study being done by Coopers and Lybrand that was nearing completion. That amount was based upon my conversations with the consultant concerning their preliminary findings. My budget request also included provision for a 3% COLA and a 1.5%merit pool. As the compensation study has become further refined and is closer to being finalized, the information upon which I based my original budget request has changed. We have had several conversations with the consultants, in addition to a workshop meeting on July 17th, concerning the position evaluation process and the recommended salary ranges. On the basis of this new information and our extended discussions with the consultants, it now appears that the total impact of the compensation study on positions in the Clerk's Office will be approximately $103,000. The County Administrator has advised me that it is his intention to recommend to you that the impacts of the compensation study be phased in over a three year period. The first year would give priority to those employees who are below the entry level minimum IT for their recommended salary range. In cases where adjustments are necessary to bring an employee to the minimum, the employee would receive the salary adjustment in Fiscal Year 1997-98 or a 4% COLA, whichever is greater. All other employees would receive a 4% COLA and there will be no funds budgeted for a merit pool. IL Hon. Keith Douglass and Members of the Board of County Commissioners July 18, 1997 Page 2 Based upon the scenario that will be recommended by the County Administrator as I have described it above, it will be necessary for me to request an additional $12,000 be included in my budget request for Fiscal Year 1997-98. Obviously, all of these issues will be the subject of your consideration at the budget workshops and the tentative and final budget hearings. Accordingly, I will conform my budget to reflect your final decisions on this matter. If you require any further information concerning this or any other part of my budget request, please contact me. Very truly yours, TageDanny L. Clerk of the Circuit Court and ex-officio Clerk to the Board of County Commissioners
